qualifications of AMICE and the rest.

But before there can be hope of such a process

it will clearly be necessary to examine the elementary

basis; and here Hong Kong can provide a small exemplar

which might well be worth the careful study or hina's

educational advisers. The Junior Technical chool does

not aim at turning out mere engineering apprentices.

Under its exceptionally gifted headmaster it provides

a good general education, partly literary, but with

a pronounced ias towards extreme mathematical accuracy.

In the matter of education generally it is unlikely

that China can be greatly influenced by the practical

experience of Hong Kong in view of the sharp discrimination

between those schools for Chinese boys and girls in wheth

the medium of instruction is Anglish and the "vernacular"

schools with teaching in Chinese. In the former there

were some local assistants, but the backbone of the

system, both in the Government's "provided" schools

and in the independent schools (largely missionary)

which drew a Grant-in-Aid from the Government, was

provided by graduates from the United Kingdom with

special educational qualificatione; and these can

hardly be of interest in the present context, still
